EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Richmond was selected to receive an
assessment grant. Richmond's population of 99,216 is
36 percent minority, and 16 percent of its residents live
in poverty. The city has targeted an important segment
of its southern waterfront along the northeastern reach
of San Francisco Bay. The area is surrounded by low-
income communities with active neighborhood councils.
Heavy industry in the area has created neighborhood
health concerns and limited the area's economic
growth. Since the 1960s, Richmond has been working
to open this heavily industrialized shoreline into non-
industrial, non-polluting reuses with abundant parks and
shoreline trails. Assessment and reuse of the area will
support further steps in the planned shoreline conversion.
Assessment Grant
$350,000 for hazardous substances
EPA has selected the City of Richmond for a
brownfields assessment grant. Grant funds will
be used to conduct a site assessment, a health
risk assessment, and redevelopment planning for
a heavy industrial area on the city's southern
waterfront along the northeastern reach of San
Francisco Bay. Grant funds also will be used to
conduct community involvement activities.

Prior to receipt of these funds in fiscal year 2003, the City
of Richmond has received brownfields funding for assess-
ment and job training grants.

The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
