EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The City of Scottsburg was selected to receive a
cleanup grant. The city has targeted an industrial site
adjacent to a plastics manufacturer that would like to
expand operations and redevelop the target site.
Redevelopment is needed in this small community with
a household median income that is 27 percent lower
than the rest of the state. Unemployment is also higher
in Scottsburg than it is statewide, and 15 percent of the
residents live in poverty. Cleanup and redevelopment of
the targeted property could create up to 215 jobs for
the community and encourage the reuse of other
underused industrial sites in Scottsburg. It also will
help preserve the rural, agricultural character of the
community by providing an alternative to greenspace
development.
Cleanup Grant
$200,000 for petroleum
EPA has selected the City of Scottsburg for a
cleanup grant. The cleanup grant will target the
Scott County Manufacturing Facility property, a
55,000-square-foot facility that has produced
automotive parts and other products since 1964.
The facility is on ten acres of land. The city plans
to involve the community and the media in
planning meetings throughout the cleanup and
redevelopment process.

Prior to receipt of these funds in fiscal year 2003, the City
of Scottsburg has not received brownfields grant funding.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
