EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President
George W. Bush signed into law the Small Business
Liability Relief and Brownfields Revitalization Act.
Under the Brownfields Law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addition-
ally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Waterloo was selected to receive an
assessment grant. The city, once known as the Factory
City of Iowa, has a population of nearly 69,000. The
closure of the Chamberlain Manufacturing Complex
and the farm crisis of the mid-1980s significantly
impacted the economic vitality of the community. The
former Chamberlain site is located in a state-desig-
nated Enterprise Zone and is part of the city's Consoli-
dated Urban Revitalization Area. The poverty rate in
the area surrounding the Chamberlain site is high and a
significant number of elderly residents also live in this
area.  Waterloo has one of the highest minority and
low-income populations in the state. Residents of
impacted neighborhoods asked the city to apply for this

   EPA has selected the City of Waterloo for a
   brownfields assessment grant. Grant funds will
   be used to perform Phase I and Phase II assess-
   ments of a major abandoned manufacturing
   complex within the city's Consolidated Urban
   Revitalization Area. Grant funds also will be used
   for redevelopment planning and to continue
   public outreach efforts.
