EPA's Brownfields Economic Redevelopment Initiative is designed to empower states, communities, and other
stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and
sustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination and
an active potential for redevelopment or reuse. EPA is funding:  assessment demonstration pilot programs (each funded
up to $200,000 over two years), to assess brownfields sites and to test cleanup and redevelopment models; job training
pilot programs (each funded up to $200,000  over two years), to provide training for residents of communities affected
by brownfields to facilitate cleanup of brownfields sites and prepare trainees for future employment in the environmental
field; and, cleanup revolving loan fund programs (each funded up to $500,000 over five years) to capitalize loan funds
to make loans for the environmental cleanup  of brownfields. These pilot programs are intended to provide EPA, states,
tribes, municipalities, and communities with  useful information and strategies as they  continue  to seek new methods
to promote a  unified approach to site assessment, environmental cleanup, and redevelopment.

BACKGROUND
EPA selected the City of Cleveland for a Brownfields
Pilot.   This Pilot award was preceded  by the
Cuyahoga County Brownfields Pilot of the greater
Cleveland area. Due to the efforts of the Cuyahoga
County Brownfields Working Group, there is now
growing interest and activity in redeveloping older
portions of the city. The City of Cleveland will build
on the Cuyahoga County Pilot's successes and
continue revitalization efforts through a new Pilot
project on the west side of the city.

The target area is located in a region that represents
one-fifth ofthe city's total manufacturing employment
base. Ofthe households in this region, 27 percent
have annual incomes less  than $10,000, and
unemployment has  reached 12 percent  as  the
manufacturing base continues to erode. The Pilot
will focus its efforts on two areas: the Stockyards
neighborhood  and the Western-Elmwood-Berea
area.

OBJECTIVES
A primary objective for the city is to create at least
10 new j obs for every brownfield acre redeveloped.
As a first step in this effort, Pilot funding will be used
to assess environmental contamination on seven

ACCOMPLISHMENTS AND ACTIVITIES
The Pilot has:
• Formed a working group of a variety of stakeholders,
 including  city, county,  state,  developer, and
 neighborhood representatives;
• Compiled an inventory of 16 brownfields properties;
 and
• Targeted seven high-priority brownfields properties
 for further investigation.
The Pilot is:
• Performing Phase I  and  II  environmental
 assessments on seven priority sites;
• Holding community outreach meetings designed to
 update affected neighborhoods about Pilot activities
 and to solicit residents' input; and
• Developing site cleanup and redevelopment feasibility
 plans.
