BACKGROUND
EPA has selected the City of Dubuque for a Brownfields
Assessment Pilot. The city is located in an agricultural and
dairy area of northeastern Iowa on the Mississippi River,
a designated American Heritage River. Dubuque
(population 57,687) has targeted several properties on 64
acres in the Port of Dubuque for this Brownfields Pilot.
The city's riverfront has a long history of manufacturing
and industrial use, and that pattern, though declining,
continues today. Current and previous industrial uses,
including food processing, farmmachinerymanufacturing,
shipbuilding, bulk petroleum storage, and coal storage,
have resulted in various degrees of subsurface soil
contamination in portions of the target area. Because of
the legacy of environmental problems in the city's old
industrial areas, much of the city's growth has been in
greenfields to the west.
Although no one lives in the target area, which is separated
from residential neighborhoods by an expressway and
railroad tracks, low- to moderate-income residents live
within sight of the port. Minorities constitute about 4
percent of Dubuque's population. Dubuque's
unemployment rate is 5 percent, per capita income is
$ 12,377, and 7.6 percent of families live belowthe poverty
level.
OBJECTIVES
The city's overall objective is to redevelop the entire Port
of Dubuque into anew urban neighborhood, complete with
tourist attractions and commercial and recreational
complexes. The Pilot will help the city accomplish this
objective by providing funds for assessing environmental
conditions and planing response actions on properties not
yet under city control. The city intends to gain control of
many properties needed to redevelop the entire area. The
majority of the Pilot funds will be used to conduct Phase
I and II environmental site assessments and develop
cleanup plans and funding strategies for selected properties.
