EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The City of Springfield was selected to receive an
assessment grant. Springfield is a post-World War II
industrial boomtown in west central Ohio. The city is
rebounding from problems stemming from the loss of
industry jobs five decades ago, but many former
industrial properties that have been unused since the
1950s and 1960s remain abandoned. The city is a
state-designated Enterprise Zone and Community
Reinvestment Area. The target sites for hazardous
substances assessment are located in a nine-block area
in the city's urban core that is slated to be redeveloped
into a new medical facility. The area contains the
highest concentration of low-income residents in the
city. Assessment of the target sites will spur further
progress towards redevelopment, which is expected to

EPA has selected the City of Springfield for a
brownfields assessment grant. Petroleum funding
will be used for Phase I and II environmental site
assessments at four sites with suspected petro-
leum contamination, and for cleanup planning and
community outreach activities. Funding for
hazardous substances will be used to assess sites
within the Southwest Downtown Urban Renewal
Area.

Prior to receipt of these funds in fiscal year 2003, the City
of Springfield has received brownfields funding for
assessment and revolving loan fund grants.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.

city expects to realize more than $300 million in capital
investment from the facility's construction, which will
help spur revitalization of the surrounding area.
