EPA Brownfields Program
EPA's Brownfields Program empowers states, communi-
ties, and other stakeholders in economic development to
work together to prevent, assess, safely clean up, and
sustainably reuse brownfields. Abrownfield site is real
property, the expansion, redevelopment, or reuse of which
may be complicated by the presence or potential presence
of a hazardous substance, pollutant, or contaminant. On
January 11,2002, the President signed into law the Small
Business Liability Relief and Brownfields Revitalization
Act. Under the Brownfields Law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Frankfort Community Public Library was selected to
receive two brownfields cleanup grants. Of Frankfort's
16,593 residents, 3,645 live in the target area in downtown
Frankfort. The unemployment rate in the target area is 8.6
percent, and 27.8 percent of the target area's residents
are Fiispanic. Additionally, 9.1 percent of the families in
this area live below the poverty level, compared to 6.3
percent county-wide and 6.7 percent state-wide. The
Frankfort Community Public Library serves as a commu-
nity, cultural, and educational center for area residents.
The library hopes to develop a program to provide credit
courses at the library through a partnership with Ivy Tech
State College. The cleanup and redevelopment of the
target sites are crucial to the expansion of the library's
programs. By cleaning up these sites, the library may also
contribute to raising property values in the area.
Cleanup Grants
$400,000 for hazardous substances
EPA has selected the Frankfort Community
Public Library for two brownfields cleanup grants
totaling $400,000. Grant funds will be used to
clean up the Davis Property site and the Midstate
Plumbing Supply-Irwin site. The Davis Property
site, which operated as a drycleaning facility
from 1924 to 1977, is contaminated with
drycleaning solvents. Funds at this site will be
used for underground storage tank removal,
disposal of contaminated soil, remediation design
and implementation, and groundwater monitoring.
The Midstate Plumbing Supply-Irwin site is
contaminated with drycleaning solvents from a
neighboring property. Funds at this site will be
used for underground storage tank removal,
remediation design and implementation, and
groundwater monitoring. Both sites are adjacent
to the Frankfort Community Public Library and
are part of a proposed expansion of the library.
The Davis Property site will be used for expanded
library parking. The Midstate Plumbing site will be
used for permanent storage of civic theater props,
library equipment, and the library van.
