I 'O UJ O Brownfields 2004 Grant Fact Sheet Franklin, IN EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, the President signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response pro- grams through a separate mechanism. Community Description The City of Franklin was selected to receive a brownfields assessment grant. Franklin's 4.5 percent poverty rate is expected to rise with ongoing plant closings, which have reduced Franklin's workforce by 12 percent. With a majority of local jobs concentrated in two types of manufacturing, the city (population 19,463) needs to expand and diversify job opportunities to avoid further large-scale impacts on the community due to plant closings. Franklin's 20 brownfields, many of which are vacant or abandoned industrial sites, extend across all targeted areas of the city. Their assessment and reuse will help spur industrial invest- ment, which has declined since 1996, and diversify the city's economic base. Assessment Grant $200,000 for hazardous substances $100,000 for petroleum EPA has selected the City of Franklin for a brownfields assessment grant. Hazardous sub- stances grant funds will be used to prioritize city brownfields for assessment and perform six to eight Phase I and two to four Phase II site assessments, one risk assessment, and community outreach in eight economic revitalization areas. Petroleum grant funds will be used to prioritize sites for assessment and perform six to eight Phase I and two to four Phase II site assess- ments, one risk assessment, and community outreach in the same revitalization areas.
