EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the  presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Borough of Roselle was selected to receive a
brownfields assessment grant.  Roselle is an urban
community of 21,214 residents in eastern Union
County, about 15 miles from New York City. Down-
town business in Roselle has steadily eroded, with 25
percent of businesses closing their doors in the last
three years. Approximately 51.3 percent of the popula-
tion is African-American, and another 17.1  percent is
Hispanic. Nearly 23 percent of the residents of Roselle
are foreign-born, and 75 percent of foreign-born
residents report Latin American countries as their
place of birth. Unemployment  in Roselle was 8 percent
in 2002, and 7.5 percent of the population lives in

                       EPA has selected the Borough of Roselle to
                       receive a brownfields assessment grant. Grant
                       funds will be used to conduct Phase I and II
                       assessments at a former trucking company site.
                       Grant funds will also be used to plan remedial
                       activities and conduct community outreach.

                       yet been negotiated; therefore, the activities
                       described in this fact sheet are subject to change.
                    poverty. Cleanup of the targeted site is expected to
                    lead to the construction of a new Emergency Manage-
                    ment Services Headquarters for the borough and
                    surrounding area. Redevelopment will rid the neighbor-
                    hood of contaminants and health hazards, improve the
                    appearance of the area, and foster development of
                    new residential and commercial activity.
