EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The Town of Sanford was selected to receive a
brownfields assessment grant. The town has a popula-
tion of 20,806, with a seven percent unemployment
rate, the highest in southern Maine. Nearly 13 percent
of Sanford's residents live in poverty. After large mills
closed in the 1950s, the town worked hard to rebound.
However, during the 1980s and 1990s, many busi-
nesses relocated or closed, leaving a wide range of
brownfields, from large mill sites to smaller manufac-
turing facilities. The town envisions a community
centered around its downtown area and the Mousam
River. Redevelopment of three priority sites into
recreational areas  and mixed-use commercial and
residential structures along the river will bring back
community pride and provide economic opportunities.
                      Assessment Grant
                      $200,000 for hazardous substances

                      EPA has selected the Town of Sanford for a
                      brownfields assessment grant. Grant funds will be
                      used for community outreach and involvement
                      activities, an inventory of brownfields sites, Phase
                      I and II assessments, and remedial and reuse
                      plans for three priority sites. The sites include two
                      former mills and a former manufacturing facility.
