EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

Powell County was selected to receive a brownfields
cleanup grant. Of Powell County's 7,076 residents,
3,200 live in the town of Deer Lodge. The Roundhouse
project is part of an ongoing county effort to revitalize
unused properties in the region around Deer Lodge,
including 50 brownfields. Industrial and commercial
properties in the area have suffered from the departure
of railroad, mining, and timber operations. The revital-
ized Roundhouse property will become a central
access point to the local commercial district through
the River Trail system. The project also will enhance
the environmental quality of the area and inspire
additional investment in the county.
                      Cleanup Grant
                      $200,000 for hazardous substances
                      EPA has selected Powell County for a
                      brownfields cleanup grant. The cleanup grant will
                      be used to clean up co-mingled petroleum and
                      hazardous substances at the Deer Lodge Round-
                      house in a 14.5-acre railroad yard, which has been
                      unused since 1980. The property will become a
                      community park and greenspace, and connect to
                      the River Trail system along the Clark Fork River.
