EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. Abrownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President
signed into law the Small Business Liability Relief and
Brownfields RevitalizationAct. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response pro-
grams through a separate mechanism.

Community Description

The City of Flint was selected to receive a brownfields
assessment grant. Since 1970, the city's population has
declined significantly to its current level of 124,943.
African-Americans represent 55.3 percent of the
population. In 1999,22.9 percent of families and 26.4
percent of individuals in the city lived below the
poverty level, including 18.4 percent of the population
with household incomes below $10,000. Because of
declining employment, especially in the automobile
industry, the current unemployment rate is 17.2 per-
cent, compared with 7.6 percent for the state and 6
percent nationally. Flint is a federally designated Urban
Renewal Community. Grant funds will support the

                       EPA has selected the City of Flint to receive a
                       brownfields assessment grant. Grant funds will be
                       used to perform Phase I assessments at up to 74
                       priority sites in Flint targeted for redevelopment.
                       Funds also will be used for cleanup planning and
                       community outreach.
