Purpose
This 2013-2014 Region 10 Environmental Justice (EJ) Strategic Roadmap (Roadmap) builds
upon existing regional and national planning efforts, setting a direction for Region 10 that allows
us to be proactive in our EJ program efforts. The Roadmap:

•   Sets forth Region 10's EJ goals, objectives and milestones;
•   Focuses resources where they matter most for communities;
•   Will be used to evaluate Region 10's progress and/or barriers.
The Roadmap is Region 10's response to opportunities and challenges presented to us. The
audience for this document is both internal—Region 10 staff and management—and external—
our EJ stakeholders and partners within Region 10 communities, tribes, agencies, nonprofits, for-
profit organizations and academic institutions.l

The internal and external operating environments for the Region 10 EJ program are complex and
varied. Internally, the EJ Program Strategic Roadmap is informed by the Regional National
Priorities with a Local Focus (NPLF) document and input from staff and management who have
shared information on best practices  and EJ program implementation needs. Predominantly,
Region 10 personnel have expressed a need for clear policy and guidance, for screening tools and
data to analyze for disproportionate impacts, and for resources and best practices to mitigate or
prevent such impacts.

Externally, the Roadmap is shaped by the input of impacted communities and tribes throughout
Region 10 who have provided input over the years in public forums such as listening sessions
and issue-specific consultations. The Region has been in conversation and has worked
collaboratively with rural  and urban communities and tribes for many years. Agency actions in
the Roadmap reflect priorities that communities have identified in the process of our work with
them. The Roadmap is also informed by what we have learned from the creative work of
communities as they identify their issues and forge highly specific and original solutions. Some
of that work has occurred with EPA funding such as the EJ Small Grants and the Community
Action for a Renewed Environment (CARE) cooperative agreements. The projects funded
through these means have provided opportunities for learning and many of those lessons are
reflected in the EJ Strategic Roadmap.

To achieve our regional vision of a sustainable environment for all, we must engage the public,
with special emphasis on disadvantaged communities and vulnerable populations such as
children and the elderly. To meet all  three elements of sustainability (environment, economy and
equity), ensure healthy communities, and support sustainable community ecosystems, we will
work to engage and empower communities and partners that have been historically under-
represented and disproportionately impacted. Across Region 10, communities face economic,
cultural, linguistic, political, jurisdictional and racial barriers that prevent full  participation in
important environmental issues threatening their health and the sustainability of their way of life.

Context

Increasing racial, ethnic and cultural diversity has been a trend nationally for well over two
decades. That trend continues in the Pacific Northwest with significant growth of Spanish- and
indigenous-speaking populations in Idaho, Washington, Alaska and Oregon over the past decade.
Oregon has seen an increase in numbers of Asian and Pacific Islanders and Latinos. The sizable
East African and ethnically diverse Asian communities in Western Washington and Oregon are
expected to grow as well. As the region's population becomes more diverse, Region 10 continues
our efforts to diversify our own workforce and to adapt our methods of public outreach and
involvement.

The current prolonged recession has increased the number of people in poverty. The Census
Bureau recently reported that the number of people living in poverty rose to 14.3  percent in
2009, for a national total of 44 million people living under the poverty level. The increase was
highest for children, with one in five living in families below the poverty level. (For more
information, see http://2010.census.gov/2010census/) When combined with an increasingly
diverse population, we see expanding conditions of vulnerability that define individuals and
communities at risk for environmental injustice.

As Region 10 implements our community involvement activities, we gain a greater
understanding of community priorities, including newer issues of concern such as climate
change, concentrated animal feeding operations and green energy facilities. In addition,
longstanding regional environmental issues such as permitting, cleanup of contaminated sites,
and the availability and health of subsistence resources, remain concerns.

Many tribes and non-tribal communities rely on the health and sustainability of subsistence
resources. Resource extraction and climate change threaten their natural food sources and  disrupt
the  ecosystems upon which they rely. The emerging impacts of climate change are dramatic in
some areas of Alaska and elsewhere. For many communities in Alaska, sustainability of their
physical infrastructure depends on their ability to adapt to climate change.

The Roadmap supports three national EPA strategies that drive much of our work in Region 10
regarding environmentalism and environmental justice, including the Environmental Justice Plan
2014 and two Cross-Cutting Strategies: (1) Expanding the Conversation on Environmentalism,
and (2) Working for Environmental Justice and Children's Health.

          We envision a Regional office  in which the principles, practices and values
       of environmental justice and sustainability are integrated throughout all offices,
               providing tribes, communities and vulnerable populations with
            effective and equal protection of their environmental and public health.

                               Mission Statement

        We strive to integrate and implement environmental justice into our work using
               tools, best practices and community and stakeholder feedback.

Goals
Region 10 has four overarching environmental justice goals:
    1. Eliminate, reduce or mitigate the burden of pollution and disproportionate, adverse public
      health and environmental impacts on low-income and minority communities and
      vulnerable populations, such as children and the elderly, and seek opportunities to restore
      and enhance community livability and sustainability.
    2. Systematically facilitate the integration  of environmental justice - principles, practices,
      guidance, tools and methods - into the programs, policies and actions of Region 10.
    3. Engage communities in empowerment processes to identify existing and emerging
      environmental justice issues and  collaboratively assist them in addressing those issues.
    4. Enhance and support the capacity and capabilities of states, tribal governments, industry,
      federal agencies and other non-community stakeholders to identify and proactively and
      collaboratively address environmental justice issues.

Objectives

Actions
To reach toward our EJ program goals, Region  10 has set forth the following objectives and
actions, which demonstrate the regional EJ approach but are not inclusive of all environmental
and public health work in the region:

1. Focus compliance and  enforcement activities on addressing
impacts on disadvantaged and vulnerable populations
Low-income and minority communities generally bear a greater burden of pollution than other
communities. We will address these inequities through identification of heavily burdened areas,
targeted inspections and enforcement and, where appropriate, compliance assistance to the
regulated community to ensure they meet environmental requirements.

Actions

•   Where appropriate, prioritize inspections and compliance assistance activities in underserved
    communities to encourage increased compliance.
•   Take and track appropriate enforcement actions  in underserved communities.
•   Integrate EJ into compliance assistance work through advanced training for inspectors, staff
    and management, and ongoing EJ  assessment of communities.
•   Identify and focus compliance and enforcement  efforts within regional geographic focus
    areas.

•  Office of Compliance and Enforcement (OCE), will work with the Federal Air Regulations
   on Reservations (FARR) team to maximize inspections for air emission sources in Indian
   Country.
•  Work to ensure that facilities regulated by the chemical accident prevention provisions of the
   Clean Air Act prepare adequate Risk Management Plans (RPM).

2. Reach out to and engage underserved communities in the region,
and support project-specific initiatives that address critical issues
affecting disadvantaged and vulnerable populations

We are committed to reducing risks to and exposure in disproportionately impacted
communities. Meaningful collaboration with communities and tribes is essential to good
decision-making and successful environmental project outcomes. We will increase our outreach
to underserved communities, especially in relation to environmental education and community-
focused funding opportunities.

Actions
•  Increase grant outreach, access and effective service to programs serving EJ communities
   through the Environmental Education (EE), EJ Small Grants, Community Action for a
   Renewed Environment Cooperative Agreement (CARE) and other grant programs.
•  Hold regular EJ stakeholder calls on topics identified by stakeholders as priorities. Develop
   and implement a communication strategy. Maintain EJ web pages and public portals.
•  Reduce diesel emissions in communities directly impacted by goods movement facilities and
   infrastructure.
•  Implement a multimedia strategy to improve environmental health in Yakima Valley,
   Washington.
•  Conduct EJ and the Law workshops in Washington, Oregon, Idaho and Alaska as resources
   permit.
•  Evaluate, and if necessary, produce an update of EPA publication 910-F-00-008, a pamphlet
   that contains information on how a farm worker can file a pesticide complaint.
•  Create a community-based air toxics strategy.
•  Implement the North Slope Communication Protocol to ensure meaningful community
   engagement for Alaska North Slope oil and gas permitting.
•  Work with tribal governments and other tribal organizations and partners, including the state,
   in Alaska on climate and alternative energy issues through the Indian Environmental General
   Assistance Program (IGAP), other grant opportunities and by facilitating interagency
   collaboration.
•  Conduct one or more air quality workshops for Region 10 EJ community members.
•  Conduct an EJ Analysis of the Lower Duwamish Waterway  Superfund Site.

•  Work with affected tribes to develop a Memorandum of Agreement (MO A), for contaminant
   characterization of historic cultural sites near the 100-K nuclear reactor at Hanford.

•  Work with affected tribes to develop an MOA for contaminant characterization of historic
   cultural sites throughout Hanford's river corridor, modeled after the MOA developed for the
   100-K nuclear reactor at Hanford.

3. Build the capability to assess the degree of Regional progress in
integrating EJ  across all program actions, activities, policies and
practices
Integrating EJ into Agency policies, programs, and activities is consistent with existing
environmental laws and required by Executive Order 12898. We will continue developing tools
and guidance to assist our programs in the identification of EJ concerns and issues, and in the
determination of how to address those issues. The Executive Team on EJ (ETEJ) provides a focal
point for accountability and evaluating our progress in implementing EJ objectives.

Actions
•  Design a Region 10-specific model for EJ integration that defines and measures the degree of
   integration in specific projects and lists specific program activities. The model will include
   milestones, benchmarks and/or performance measures.
•  Create and implement Regional guidance on how to evaluate potential EJ concerns for a
   given program and develop protocols for considering EJ during the development of that
   program's actions.
•  Continue efforts to incorporate EJ and children's environmental health  into inspection
   targeting by supporting and participating in the development of national tools and methods
   for EJ assessment and analysis and develop tools that are regionally-specific or adaptable and
   use quantitative and qualitative data and local information.
•  Enhance Regional capacity to use tools and methods for EJ assessment and analysis.
•  Continue Fundamentals of Environmental Justice training in the Regional office and develop
   and refine new curricula and training modules.
•  Reorganize, expand and re-focus the EJ Integration Team (EJIT).
•  Develop integration guidance, training, and/or tools specific to programmatic functions, e.g.
   reviewing National Environmental Policy Act documents or reviewing  permit applications.

4. Partner with state agencies and tribes to provide EJ training
experiences  and technical assistance to build their program capacity
Environmental justice issues are complex and often require the collaboration of governments and
various agencies, using varied tools and training opportunities at different levels and multiple
sector partnerships.  We have a responsibility to encourage interest in facilitating collaboration
with and building the capacity of our partners.

Actions
•  Coordinate, plan and implement EJ workshops for Region 10 state agencies and tribes.
•  Continue to coordinate and meet with EJ Coordinators in Region  10 states and provide
   ongoing support for the development of state EJ efforts.

•  Work to assist Washington, Idaho, Alaska and tribes to incorporate new fish consumption
   rates into their water quality criteria and help them maintain their schedule to adopt new fish
   consumption rates and toxics criteria.
•  Continue to provide EJ technical assistance to the Alaska Department of Environmental
   Conservation (ADEC), in support of the Alaska EJ Cooperative Agreement.

5. Create a broader approach  to protecting children's environmental
health

We are committed to reducing and preventing harmful exposures and health risks to children.
We will continue to partner with appropriate tribal, federal, state and local agencies and
stakeholder organizations and support community efforts to build healthy communities for
children.

Actions
•  Coordinate and expand multi-media outreach and technical assistance to schools and
   childcare centers in underserved communities and tribes.
•  Expand outreach and access to children's environmental health education, training and
   resources to healthcare providers, school and childcare providers, the public and other
   stakeholders through collaboration with federal, state and tribal, and local partners on a
   variety of specific initiatives and campaigns.
•  Convene a workgroup focused on improving children's environmental health in homes and
   schools in rural Alaska through coordination and collaboration  among local, federal, state,
   and tribal organizations and agencies, including at least one community-based project.
•  Promote the fundamentals of children's environmental health training to EPA staff to assist
   in the integration of children's health considerations into EPA actions.

Implementing and  Evaluating the  EJ  Program

Strategic  Roadmap

This Roadmap will be used by Region 10 and its stakeholders as a tool to plan and implement the
Region's EJ goals, objectives and actions. The EJIT tracks EJ activities, including those listed in
the Strategic Roadmap, in their respective program offices and documents and reports on these in
their periodic Action Reports. These Action Reports will be provided by the Regional EJ
Coordinator to Regional strategic planners, who will then select several from the reported
activities for inclusion in the Regional end-of-year progress report.  The Integration Team Action
Reports will also  be used to refresh the tables in the Strategic Roadmap and identify new
Regional EJ activities in the annual call for new program actions in support of Regional goals.

Region 10's senior leaders and  managers are requested to consult the document when planning
yearly goals and targets and the EJIT is asked to use the tracking tool to highlight progress
and/or barriers as part of its periodic review of EJ activities in the Region.

The EJ Core Team will also use the Action Reports and annual progress reports to provide
information, such as success stories, or summary reports to EPA's National Office of
Environmental Justice.

Integrating El into agency policies, programs and activities is consistent with existing environmental laws and Executive Order 12898. We will continue
