EPA Technical Assistance to Brownfield Communities Program
EPA's Technical Assistance to Brownfield Communities Program (TAB) empowers states, tribes.
communities, and other stakeholders to work together to prevent, assess, safely clean up, and

reuse of which may be complicated by the presence or potential presence of a hazardous substance.

The TAB Program funds organizations such as the New Jersey Institute of Technology (NJIT) who
work with a network of partner organizations to provide technical assistance to communities and other
stakeholders helping them tackle the challenge of assessing, cleaning up, and preparing brownfields
sites for redevelopment, especially underserved, rural, small, and otherwise distressed communities.
Technical assistance being provided through NJIT's TAB Program helps communities increase their
understanding and involvement in brownfields cleanup and revitalization and move brownfield sites
forward in the process toward cleanup and reuse. The NJIT TAB Program serves as an independent
resource assisting state, regional, county, local and tribal government agencies and nonprofits.  NJIT
TAB's technical assistance includes: developing and assisting with community involvement activities
regarding site cleanup, remediation and redevelopment; explaining the health impacts of brownfield
sites; explaining the science and technology relating to brownfield site assessment, remediation, and
site preparation activities; developing grant management techniques; prioritizing sites; developing
strategies to integrate approaches to brownfield cleanup and redevelopment; facilitating stakeholder
involvement; identifying sources of brownfields assessment and cleanup funding;  explaining
state brownfields and voluntary cleanup program requirements; and developing strategies for site
redevelopment and facilitating redevelopment activities.


Organization Description
NJIT is one of the nation's leading public technology and research universities and has been providing
brownfield services to Northeast U.S. communities for 20 years. The NJIT TAB Program multi-
disciplinary team consists of professionals with applied research, government, industry and consulting
experience. The program taps the collective experience of team members who have participated in
many facets of brownfields assessment, cleanup, and redevelopment.


Technical Assistance Provided
NJIT's TAB Program provides assistance to communities throughout the brownfields reuse process.
From explaining legal and regulatory programmatic requirements to providing technical assistance
related to  site assessments,  remediation and redevelopment, the NJIT TAB team professionals
work  hand-in-hand with communities. The NJIT  TAB Program provides technical assistance
through various means and tailors its assistance to individual community needs. For communities
that have quick brownfield questions, the NJIT TAB team can be easily reached by telephone or
via email. For communities that require more in depth assistance, the  NJIT TAB team provides
one-on-one technical mentoring and helps a community over the course  of weeks to years on
various brownfield site issues and sites. Other types of NJIT TAB assistance includes community
visioning workshops, participation in public meetings, facilitating discussions amongst community
stakeholders on many different brownfield issues, and designing and conducting seminars and
workshops on specific brownfield issues.  Additionally, NJIT hosts  a technical  assistance to
brownfield communities website (www.njit.edu/tab) that contains information on many different
brownfield issues and conducts webinars on various brownfield topics. NJIT TAB's services are
provided at no charge to state, regional, county, local and tribal government agencies and nonprofits.
