2O13 SmartWayExcellence Award EPA Criteria Transport Partnership LJLS. ENVIRONMENTAL PROTECTION ACENCY What are the SmartWay Excellence Awards? The SmartWay Excellence Awards are EPA's means to recognize Partners that have optimized the environmental performance and efficiency of their freight management opera- tions as a step toward reducing their carbon footprint, saving fuel and strengthening their environmental performance. Overview The SmartWay Excellence Awards program aims to recognize approxi- mately the top one percent of Partners with superior environmental performance. To be eligible for consideration, qualified companies must be Partners in good standing (e.g., timely and accurate submittal of required data in the 2012 reporting cycle). EPA makes a full review of every partner's SmartWay data submissions to assess qualifications for award consideration. All Excellence Award finalists will be screened for any adverse environmen- tal actions prior to final selection. EPA will notify those partners that are selected as Awardees for their SmartWay achievements. Timeline and Notification Early April: The SmartWay awards process and data review commences and EPA identifies candidates using SmartWay data reports from the most recent, completed annual reporting cycle from all Partner categories. Late April: Shipper/Logistics semi-finalists are identified and invited to submit supplemental information. (Carriers do not submit supplemental information). June 10,2013: Submission deadline for Shipper/Logistics semi-finalists supplemental information. June-July: Final reviews and adverse environmental actions screening. August: Awardees notification (no public announcement until fall). October 20-23: Awards presented in conjunction with the Council of Sup- ply Chain Management Professionals Annual Conference in Denver. Carrier Criteria Carrier awardees will be selected based on environmental performance criteria. Finalists: Demonstrate top environmental performance based on 50% C02 + 25% NOx + 25% PM g/ton-mile results from the SmartWay Carrier Tool (with exceptions noted below). Drayage Carriers are assessed on 25% C02 + 25% NOx + 50% PM g/mile results. Package Carriers are assessed on 50% C02 + 25% NOx + 25% PM g/mile results. Awards will be given within each carrier category for Large Carriers and Medium/Small Carriers. Large Carriers: total vehicle miles traveled are greater than or equal to 1% of the total vehicle miles traveled for that category (Multi-modal, greater than five percent). Small/Medium Carriers: total vehicle miles traveled are less than one percent of the total vehicle miles traveled for that category (Multi- modal, less than five percent). Approximately one large and one small/medium Carrier will be selected from each fleet category. ENVIRONMENTAL PROTECTION ACENCY Shipper Criteria About five percent of SmartWay Shipper Partners that demonstrate top environmental performance will be selected as semi-finalists, as described below, and invited to submit supplemental, qualitative documentation which demonstrates leadership efforts important to the Partnership and are in support of environmental SmartWay goals. Semi-Finalist Criteria #i: Demonstrate that effectively 98 percent of miles shipped are with SmartWay Partners, using inputs to the Shipper Tool, based on data such as miles or ton-miles. Semi-Finalist Criteria #2: Demonstrate top environmental performance based on 50% C02 + 25% NOx + 25% PM g/ton-mile outputs from the Smart- Way Shipper Tool. Awards given in three Shipper categories based on relative size of freight operations Large Shipper: Greater than soo million total miles shipped. Medium Shipper: Between 25 and soo million miles shipped. Small Shipper: Fewer than 25 million total miles shipped. Semi-finalists will be contacted to submit supplemental information as described in detail below. Logistics Criteria About five percent of SmartWay Logistics Partners that demonstrate top environmental performance will be selected as semi-finalists, as described below, and invited to submit supplemental, qualitative documentation which demonstrates leadership efforts important to the Partnership and are in support of environmental SmartWay goals. Semi-Finalist Criteria #i: Demonstrate that effectively so percent of miles shipped are with SmartWay Partners. Small Logistics: Fewer than 200 million annual vehicle miles traveled. Semi-finalists will be contacted to submit supplemental information as described in detail below. Semi-Finalist Evaluation Criteria Shipper and Logistics semi-finalists may address leadership considerations important to SmartWay environmental goals, such as effective collaboration, advanced technology and operational practices, a robust system to validate and report their SmartWay data, communications and public outreach. Applications will be judged on a point system that evaluates the: actual achievements and accomplishments, as well as activities, tasks and efforts; evidence, proof or documentation which substantiates submissions; and quality and substance of summaries and descriptions.
