EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
February  17, 2009, President Barack Obama signed
into law the American Recovery and Reinvestment Act.
The Recovery Act is an unprecedented effort to
jumpstart our economy, and create or save millions of
jobs. This law provided stimulus funds to the
Brownfields Program to award grants to evaluate and
clean up former industrial and commercial sites. Under
this law, EPA will provide financial assistance to
eligible applicants through four competitive grant
programs: assessment grants,  revolving loan fund
grants, cleanup grants, and job training grants.

Community Description

The Capitol Region Council of Governments was
selected to receive two brownfields assessment grants.
The Council serves 35 municipalities in the
metropolitan Hartford region (combined population
895,696)  in north-central Connecticut. The region
consists of a core city surrounded by lower density
suburban  and rural communities. It has  long been
recognized as one of the most industrialized areas of the
state, especially in the machinery and aerospace sectors.
The decline in manufacturing in the area resulted in the
loss of 16,496 jobs between 1990 and 2005, and the
creation of many brownfields. The state has identified
at least 74 brownfields in the metropolitan Hartford
region. These sites often are located in low-income
urban areas with a high  percentage of minority
residents. In 2007, 23.5  percent of the region's residents
were minorities. Brownfield assessments are expected
to help the Council identify human health risks and
available  resources for the eventual cleanup of
brownfield sites.

                                     EPA has selected the Capitol Region Council of
                                     Governments for two brownfields assessment grants.
                                     Community-wide hazardous substances and
                                     petroleum grant funds will be used to conduct six
                                     Phase I and six Phase II environmental site
                                     assessments throughout north-central Connecticut.
                                     Grant funds also will be used to perform site
                                     evaluation and prioritization, conduct cleanup
                                     planning, and support community outreach activities.
