EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.

Community Description

The City of Hinesville was selected to receive a
brownfields cleanup grant. Located in scenic coastal
Georgia, Hinesville (population 30,392) is a growing
regional trade and service center with an economy based
on manufacturing and tourism. The targeted cleanup site
is in a richly diverse ethnic community in downtown
Hinesville, where 36.2 percent of residents are minorities
and the poverty rate is 17.3 percent. More than 30
petroleum-contaminated brownfields have been identified
within this community. Redevelopment of
petroleum-contaminated sites in this area is an integral
part of the city's Downtown Revitalization Master Plan.
Cleanup of the target site will help the city move forward
with efforts to redevelop the Memorial Drive economic
corridor to include affordable housing, light retail, cultural
facilities, and greenspace.
                     Cleanup Grant

                     $200,000 for petroleum

                     EPA has selected the City of Hinesville for a
                     brownfields cleanup grant. Grant funds will be
                     used to clean up the Coastal Muffler site at 116
                     Memorial Drive. This former auto repair facility is
                     contaminated with petroleum products and
                     solvents. Funds also will be used for community
                     outreach activities.
