* Brownfields 2010 Cleanup Grant Fact Sheet Community Development Support Association, Inc., Enid, OK EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Community Development Support Association, Inc., (CDSA) was selected to receive a brownfields cleanup grant. The CDSA serves a 20-county area (population 473,278) in northern Oklahoma. The targeted former Newman"s Department Store site is in Garfield County (population 58,167). Enid, the largest city in the area, is a regional center for health, educational, and cultural assets and services. The city was founded as part of the Cherokee Strip Land Run in 1893 and planned around a central square. The target site is the largest building around the square and is a detriment to the economic vitality of the downtown business district. Over the years, Enid has experienced a boom-and-bust economy fueled by oil and gas production, wheat, and cattle. In the area of the target site, more than 50 percent of residents are considered very low-income. The area has a high vacancy rate. Cleanup of the target site will reduce potential human health risks posed by the site and help preserve a historic building. The CDSA plans to reuse the site as a nonprofit center where organizations will co-locate to provide increased services. Cleanup Grant $200,000 for hazardous substances EPA has selected the Community Development Support Association, Inc., for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the former Newman"s Department Store site at 116 South Independence Avenue in Enid. The site building is contaminated with metals and inorganic contaminants.
