EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.

The information presented in this fact sheet comes from
the grant proposal; EPA cannot attest to the accuracy of
this information. The cooperative agreement for the grant
has not yet been negotiated. Therefore, activities
described in this fact sheet are subject to change.
Cleanup Grants
$400,000 for petroleum
EPA has selected the Philadelphia Authority for
Industrial Development for two brownfields
cleanup grants. Petroleum grant funds will be used
to clean up the 18.5-acre Transmontaigne property
at 2751 S. 58th Street and 5736 Eastwick Avenue
and the nine-acre U.S. Gypsum property at 3000
S. 56th Street, both of which are located in the
Lower Schuylkill River District. The
Transmontaigne property was used for bulk
storage of petroleum products, and as a heating oil
refinery. It contains as many as 32 aboveground
storage tanks and five underground storage tanks,
and is contaminated with petroleum hydrocarbons.
The U.S. Gypsum property was used previously as
bulk petroleum, gypsum manufacturing, and
concrete mixing facilities. It contains three
aboveground storage tanks and is contaminated
with petroleum products. Grant funds at both sites
also will be used to conduct community outreach
activities.
Revolving Loan Fund Grant
$1,000,000 for petroleum
EPA has selected the Philadelphia Authority for
Industrial Development for a brownfields
revolving loan fund grant. The grant will be used
to capitalize a revolving loan fund from which the
Philadelphia Authority for Industrial Development
will provide two loans and two subgrants to
support cleanup activities for sites contaminated
with petroleum. Grant activities will focus on the
Lower Schuylkill River District.
