EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state  and
tribal response programs through a separate mechanism.

The information presented in this fact sheet comes from
the grant proposal; EPA cannot attest to the accuracy of
this information. The cooperative agreement for the grant
has not yet been negotiated. Therefore, activities
described in this fact sheet are subject to change.
                    Assessment Grant

                    $200,000 for hazardous substances

                    EPA has selected the City of Chicopee for a
                    brownfields assessment grant. Community-wide
                    hazardous substances grant funds will be used to
                    conduct up to six Phase I and at least five Phase II
                    environmental site assessments. Grant funds also
                    will be used for cleanup planning and to support
                    community outreach and involvement activities.
                    The project will focus on the West End
                    neighborhood of downtown Chicopee.

                    Cleanup  Grants

                    $600,000 for hazardous substances
                    EPA has selected the City of Chicopee for three
                    brownfields cleanup grants. Hazardous substances
                    grant funds will be used to clean up Parcels
                    #124-03, #124-11, and #147-09 of the former
                    Uniroyal Tire Complex at 154 Grove Street. From
                    the late 1800s until its acquisition by the city in
                    2009, the approximately 28-acre property was
                    used as a lumber yard; for the manufacture of
                    bicycle, automobile, and truck tires;  and for
                    various other manufacturing activities. Today,  17
                    vacant buildings remain standing at the site. Site
                    soil is contaminated with PCBs, heavy metals,  and
                    semi-volatile organic compounds. Groundwater is
                    contaminated with volatile organic compounds.
                    Grant funds also will be used for post-cleanup air
                    monitoring.
