EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.

Community Description

The City of Trenton was selected to receive three
brownfields assessment grants and two brownfields
cleanup grants. Located in west-central New Jersey,
Trenton (population 83,052) is the state capital. It has a
rich industrial heritage that has left a legacy of abandoned
buildings on contaminated property surrounded by
densely populated, low-income neighborhoods. There are
at least 150 brownfields in the city, including more than
100 former gasoline stations. Trenton is one of the most
disadvantaged cities in one of the wealthiest counties in
the country. Approximately 27 percent of residents live
below the poverty level, and 59 percent of residents are
minorities. The unemployment rate is 14.1 percent,  and
foreclosures in the city represent at least 85 percent of all
foreclosures in Mercer County. Assessment of
brownfields is expected to attract developers and leverage
private sector investment for transit-oriented
development. When the Pattern Machine and Foundry site
is cleaned up, the city plans to redevelop it with 12 new
townhomes. When the Clinton Commerce Center site is
cleaned up, the city plans to create a recreational area with
open space and urban agriculture.
                     Assessment Grants

                     $200,000 for hazardous substances
                     $400,000 for petroleum

                     EPA has selected the City of Trenton for three
                     brownfields assessment grants. Community-wide
                     hazardous substances grant funds will be used to
                     conduct four Phase I and four Phase II
                     environmental site assessments. Petroleum grant
                     funds will be used to conduct four Phase I and two
                     Phase II environmental site assessments.
                     Assessments will focus on properties near the
                     newly renovated train station area, priority
                     redevelopment areas, and former gas stations.
                     Site-specific petroleum grant funds will be used to
                     continue assessment activities at the Federated
                     Metals Lot 9 at 300 Enterprise Avenue. The site
                     was used from 1925 to 1980 to refine secondary
                     metals.

                     Cleanup Grants

                     $400,000 for hazardous substances

                     EPA has selected the City of Trenton for two
                     brownfields cleanup grants. Hazardous substances
                     grant funds will be used to clean up the Pattern
                     Machine and Foundry site at 241 Third Street. The
                     site has been in continual industrial use from at
                     least 1876, when it was a pottery facility. It has
                     been used as a storage company and foundry, and
                     is contaminated with metals and polycyclic
                     aromatic hydrocarbons.  Grant funds also will be
                     used to conduct community outreach activities.
                     Hazardous substances grant funds also will be
                     used to clean up the Clinton Commerce Center site
                     at 780 North Clinton Avenue. The site has been in
                     continual industrial use since at least 1851, and
                     has housed several rubber and other industrial
                     companies. It is contaminated with metals and
                     PCBs.
