EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
Mantua Township was selected to receive a brownfields
cleanup grant. Located in southern New Jersey, Mantua
(population 15,017) has experienced an increase in
development interest and activity in recent years, and is
working to balance protecting its existing natural
resources with promoting economic development. The
township is looking to reuse its largest brownfield, the
Struthers-Dunn, Inc., site, which has been abandoned and
vacant for decades due to uncertainties about the extent of
contamination. The current economic downturn has left
the township struggling to maintain basic municipal
services, and no additional funding is available to address
brownfields. Nearly 17 percent of families live in poverty,
which is more than double the state rate. The median
household income also is well below the state average.
Cleanup of the target site is expected to generate reuse
and redevelopment options that are anticipated to increase
tax revenues, create new jobs, and add commercial space
that will attract businesses to the area.
Cleanup Grant
$200,000 for hazardous substances
EPA has selected Mantua Township for a
brownfields cleanup grant. Hazardous substances
grant funds will be used to clean up the
Struthers-Dunn, Inc., site at 568 Lambs Road. The
site originated as agricultural fields but was
converted into a manufacturing facility for
electrical relays used in industrial and military
applications. Since 1994, the site has remained
vacant. It is contaminated with solvents, volatile
organic compounds, hydrocarbons, and metals.
Grant funds also will be used to support
community outreach activities.
