EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the Camden Redevelopment
Agency for two brownfields assessment grants.
Community-wide hazardous substances grant
funds will be used to conduct six Phase I and three
Phase II environmental site assessments.
Petroleum grant funds will be used to conduct six
Phase I and five Phase II environmental site
assessments. Funds from both grants also will be
used to conduct community outreach activities.
Cleanup Grants
$600,000 for hazardous substances
EPA has selected the Camden Redevelopment
Agency for three brownfields cleanup grants.
Hazardous substances grant funds will be used to
clean up Lots 7, 8, and 9 of the Harrison Avenue
Landfill, located at the corner of East State Street
and Harrison Avenue. Each of the three lots is
larger than nine acres and fronts the Delaware
River. The 83-acre dump site was owned by the
city from 1952 to 1971. The site is currently
vacant and not in active use. Environmental issues
at the site include soil and groundwater
contamination and landfill gas. The primary
contaminants of concern in soil are chlorinated
volatile organic compounds. Grant funds also will
be used to conduct community outreach activities.
Revolving Loan Fund Grant
$608,439 for hazardous substances
$391,560 for petroleum
EPA has selected the Camden Redevelopment
Agency for a brownfields revolving loan fund
grant. The grant will be used to capitalize a

Redevelopment Agency will provide loans and
subgrants to support cleanup activities for sites
contaminated with hazardous substances and
petroleum. The Agency anticipates granting four
hazardous substances and five petroleum loans,
and three hazardous substances and three
petroleum subgrants. Grant funds also will be used
to market and manage the RLF and conduct
community outreach activities.
