• Q \ Brownfields 2009 Cleanup Grant Fact v32ZJ Sheet The Village Public Works Authority, OK RECOUERY.GOV EPA Brownfields Program EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act. The Recovery Act is an unprecedented effort to jumpstart our economy, and create or save millions of jobs. This law provided stimulus funds to the Brownfields Program to award grants to evaluate and clean up former industrial and commercial sites. Under this law, EPA will provide financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Community Description The Village Public Works Authority was selected to receive a brownfields cleanup grant. Located in central Oklahoma within the Oklahoma City Metropolitan area, The Village (population 10,157) initially grew from an economy based on farming and oil and gas production. Between 1970 and 2000, however, the city lost a third of its population and has struggled to grow again. The target site, a large brownfield in the town center, is one of the factors inhibiting the growth of the community. While the property remains boarded and secured with a fence due to vandalism and theft, it is surrounded by a public park, office park, and the city's municipal building and library. It has affected the city's tax base and the quality of life in its core neighborhood. Cleanup of the Vintage Lakes property is expected to drive the city's redevelopment as a sustainable, mixed-use village community with a range of housing, retail-office space, and parks. Redevelopment will take advantage of the site's proximity to the civic amenities in the town center. Cleanup Grant $200,000 for hazardous substances (Recovery Act Funding) EPA has selected The Village Public Works Authority for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the 27-acre Vintage Lakes property at 10301 North Pennsylvania Avenue. The 436-unit apartment complex was developed from farmland in 1971 and operated until foreclosure in April 2008. The blighted property is now vacant and contaminated with hazardous substances.
