EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA  provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training  grants.
Additionally, funding support is provided to state  and
tribal response programs through a separate mechanism.

Community Description

The City of Goshen was selected to receive two
brownfields assessment grants and a brownfields
revolving loan fund grant. Goshen (population 32,425) is
located in northern Indiana. It has a long history of
manufacturing driven by a diverse workforce. The
decline of the manufacturing sector and changing  labor
trends have reduced the city's once strong economic base.
Unemployment in Goshen reached 19.7 percent in 2009.
The decline of the manufacturing industry has resulted
not only in major job losses but also in the creation of
large and small brownfields. The state has identified
about 50 sites with known environmental contamination
and about 90 sites, including storage tanks, industrial
waste generators, and manufactured gas plants, that are
likely to be contaminated. Brownfield assessments will
help the city reduce environmental threats and address
sites that are limiting redevelopment. Brownfield cleanups
conducted through the RLF grant are expected to trigger
reinvestment in the city's downtown area and surrounding
residential  neighborhoods, key components of the City's
Comprehensive Plan.
                    Assessment Grants

                    $200,000 for hazardous substances
                    $200,000 for petroleum

                    EPA has selected the City of Goshen for two
                    brownfields assessment grants. Community-wide
                    hazardous substances and petroleum grant funds
                    will be used to conduct Phase I and II
                    environmental site assessments. Grant funds also
                    will be used to maintain the city's inventory of
                    sites, support community outreach activities, and
                    develop two hazardous waste and two petroleum
                    cleanup plans.

                    Revolving Loan Fund Grant

                    $750,000 for hazardous substances
                    $250,000 for petroleum

                    EPA has selected the City of Goshen for a
                    brownfields revolving loan fund grant. The grant
                    will be used to capitalize a revolving loan fund
                    from which the City of Goshen will provide loans
                    to support cleanup activities for sites contaminated
                    with hazardous substances and petroleum. Grant
                    funds also will be used to market and manage the
                    program, conduct cleanup planning, and support
                    community outreach activities. The city
                    anticipates capitalizing three loans for hazardous
                    substances and petroleum contamination.
