EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Cleanup Grants
$60,000 for hazardous substances
$340,000 for petroleum
EPA has selected Goodwin College, Inc., for two
brownfields cleanup grants. Hazardous substances
and petroleum grant funds will be used to clean up
the 361-363 Main Street property in East Hartford.
The 0.4-acre site was the home of a restaurant
from 1936 to 1989 and a gas station from 1949 to
1968. Contamination at the site includes
polycyclic aromatic hydrocarbons, PCBs, and
heavy metals. Petroleum grant funds also will be
used to clean up the 365-367 Main Street site in
East Hartford. The 0.4-acre site served as a car
repair facility and gas station from 1950 to 1998,
when it operated as an auto repair facility until the
end of 2012. Contamination at the site includes
chlorinated solvents and two petroleum
hydrocarbon groundwater plumes. Grant funds for
each of these sites also will be used to conduct
community outreach activities.
