EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.

Community Description

The Town of Northborough was selected to receive a
brownfields cleanup grant. Northborough (population
14,013) is in east-central Massachusetts, 32 miles west of
Boston. The town is targeting a 2.5-acre wetland habitat
that the state has classified as a disposal area. The site lies
adjacent to the 119 Bearfoot Road property on which the
town is developing a major recreation and conservation
area for the  community. Cleaning up the target site will
benefit the town"s effort to provide a fishing pond, hiking
trails, and a new senior center facility on the 119 Bearfoot
Road site. After the target site is cleaned up, it will be
restored to a wetlands and woodland resource. Conserving
the property for this use will enhance public safety and
increase property values.
                     Cleanup Grant $200,000 for hazardous
                     substances
                     EPA has selected the Town of Northborough for a
                     brownfields cleanup grant. Hazardous substances
                     grant funds will be used to clean up the 167
                     Bearfoot Road site. Drainage from the adjacent
                     rifle range and skeet trap shooting area has
                     contaminated the property with heavy metals.
