Brownfields 2010 Assessment Grant Fact Sheet Lexington-Fayette Urban County Government, KY EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Lexington-Fayette Urban County Government (LFUCG) was selected to receive a brownfields assessment grant. The LFUCG is a merged city-county government for the Lexington and Fayette areas (population 260,512) of Kentucky. The LFUCG is targeting the northwest side of the urban core of Lexington along the Manchester Street, Versailles Road, and Newtown Pike corridors. Established in 1782, Lexington has been a major economic center in the Bluegrass Region. It has an urban service area growth boundary that limits the growth of industry in core areas. Several brownfield properties have been identified in the target communities, including petroleum bulk plants, automotive salvage yards, and warehouse facilities. Between 2007 and 2009, the county"s unemployment rate nearly doubled. Brownfield assessments are expected to facilitate site cleanups and help catalyze the county"s already completed redevelopment plans for Lexington. Assessment Grant $200,000 for petroleum EPA has selected the Lexington-Fayette Urban County Government for a brownfields assessment grant. Community-wide petroleum grant funds will be used to inventory brownfield sites, perform 20 Phase I and 10 Phase II environmental site assessments, and develop cleanup plans for five properties. Grant funds also will be used to support community outreach activities.
