EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
                    Assessment Grants

                    $200,000 for hazardous substances

                    $200,000 for petroleum

                    EPA has selected the City of Freeport for two
                    brownfields assessment grants. Community-wide
                    hazardous substances grant funds will be used to
                    prioritize sites and perform five Phase I and four
                    Phase II environmental site assessments. Grant
                    funds also will be used to develop cleanup plans
                    for three sites and support community outreach
                    activities. Petroleum grant  funds will be used to
                    prioritize sites and perform five Phase I and five
                    Phase II environmental site assessments. Grant
                    funds also will be used to develop cleanup plans
                    for five sites and support community outreach
                    activities. Target areas for both grants will be the
                    city's East Side and the Rawleigh Corridor.

                    Cleanup  Grants

                    $600,000 for hazardous substances

                    EPA has selected the City of Freeport for three
                    brownfields cleanup grants. Hazardous substances
                    grant funds will be used to clean up Sites A, B,
                    and C in the Album Street  Corridor on Block 8,
                    Lichtenberger's Addition. All three sites were
                    formerly used to manufacture kerosene vapor
                    lamps, operate an auto repair business, and house
                    a plating company. Sites A and B are
                    contaminated with volatile organic compounds
                    and hazardous chemicals that include arsenic,
                    cyanide, and mercury. Site C is contaminated with
                    chemicals that include benzene, cyanide, and
                    mercury. Grant funds at all three sites also will be
                    used to conduct health monitoring.
