A \ Brownfields 2009 Assessment Grant &Z] Fact Sheet Camden Redevelopment Agency, NJ RECOUERY.GOV EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act. The Recovery Act is an unprecedented effort to jumpstart our economy, and create or save millions of jobs. This law provided stimulus funds to the Brownfields Program to award grants to evaluate and clean up former industrial and commercial sites. Under this law, EPA will provide financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Community Description The Camden Redevelopment Agency was selected to receive two brownfields assessment grants. The City of Camden (population 79,904) is a city with many historic firsts, including the first commercial recording studio, color TV, and drive-in movie. During World War II, it was home to the largest, most productive shipyard in the world. Today, this eight square-mile, densely populated municipality contains at least 210 brownfield sites. The majority of catalogued sites contain petroleum contamination and historic fill with elevated levels of metals and poly cyclic aromatic hydrocarbons. These substances are found throughout the soils and groundwater. The Agency is targeting the Interstate 676 and Federal Street Corridors, where about 54 percent of families live below the poverty level. Eighty to 90 percent of corridor residents are minorities. Brownfield assessments are expected to facilitate site cleanup and eventual reuse. The Agency plans to redevelop the corridors with light industrial parks. Assessment Grant $200,000 for hazardous substances (Recovery Act Funding) $200,000 for petroleum (Recovery Act Funding) EPA has selected the Camden Redevelopment Agency for two brownfields assessment grants. Community-wide hazardous substances grant funds will be used to conduct 10 Phase I and 4 Phase II environmental site assessments along the Interstate 676 and Federal Street Corridors. Grant funds also will be used to support community outreach activities. Petroleum grant funds will be used to perform the same tasks at sites with potential petroleum contamination.
