\ Brownfields 2010 Assessment and Cleanup Grant Fact Sheet Saint Paul Port Authority, MN EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Saint Paul Port Authority was selected to receive two brownfields assessment grants and three brownfields cleanup grants. Saint Paul (population 287,151) has about 1,000 acres of brownfields that range in size from less than an acre to dozens of acres. They are mostly concentrated along transportation corridors where large industrial job centers were formerly located, and are sources of contamination that threaten residents, groundwater, and the Mississippi River. Job losses due to the closing and downsizing of major manufacturing facilities have altered the economic and cultural landscape of the target areas. These areas have great ethnic and cultural diversity. Approximately 50 percent of residents are minorities, including African-Americans, Latinos, and Hmong, and 19 percent of residents live below the poverty level. One of the key strategies of the city"s Comprehensive Plan is the redevelopment of five corridors, including the target areas for assessment and cleanup. Assessment of brownfields is expected to determine contaminants of concern, facilitate implementation of the Comprehensive Plan, and catalyze redevelopment. When the 3M Parcel 2, 4, and 5 sites are cleaned up, the Port Authority plans to redevelop them for light industrial use that is expected to create more than 500 jobs. Assessment Grants $200,000 for hazardous substances $200,000 for petroleum EPA has selected the Saint Paul Port Authority for two brownfields assessment grants. Community-wide hazardous substances grant funds will be used to perform from six to 10 Phase I and four to six Phase II environmental site assessments in three target areas: the Phalen, Great Northern, and Rice Street Corridors. Grant funds also will be used to prepare two to four cleanup plans and conduct community involvement activities. Petroleum grant funds will be used to conduct the same tasks at sites with potential petroleum contamination. Cleanup Grants $600,000 for hazardous substances EPA has selected the Saint Paul Port Authority for three brownfields cleanup grants. Hazardous substances grant funds will be used to clean up 3M Parcel 2 at Arcade Street and Minnehaha Avenue. The 12.1-acre site was formerly a lumber yard, printing facility, and tape manufacturing plant, and is contaminated with volatile organic compounds. Grant funds also will be used to clean up 3M Parcel 4 at 900 Bush Avenue. The 5.4-acre site was formerly a lumber and steel manufacturing facility and an abrasives factory, and is contaminated with benzene and arsenic. Grant funds also will be used to clean up 3M Parcel 5 at 878 Russell Street. The 11.4-acre property was formerly a lumber company, iron foundry, and machine shop. It is contaminated with metals and volatile organic compounds. Grant funds for all three sites also will be used to conduct community involvement activities.
