] Brownfields 2011 Cleanup Grant Fact Sheet ~ Brown field Redevelopment Corporation of Marshall, TX EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Brownfield Redevelopment Corporation of Marshall was selected to receive a brownfields cleanup grant. The City of Marshall (population 24,091) was once the regional center of industrial operations, including manufacturing and railroad-related industries. Many industrial facilities have since closed, leaving behind contaminated sites in or near minority and low-income areas. The target site is part of a larger 27-acre brownfield site that borders the low-income minority neighborhood of Sunny South. Sunny South residents often walk across the site to access a hospital and city park area. The larger site has been vacant for more than 20 years and severely hinders area redevelopment plans. In Marshall, 44 percent of residents are minorities, and 22.5 percent of individuals live below the poverty level. Cleanup of the target site will reduce threats to human health and support the South Washington Redevelopment Project. Redevelopment is expected to provide additional property for the Good Shepherd Hospital to construct a 50,000-square-foot professional building. Cleanup Grant $200,000 for hazardous substances EPA has selected the Brownfield Redevelopment Corporation of Marshall for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the former Applebaum Scrap Yard on 800 South Washington Avenue. The three-acre site operated as a scrap yard for more than 50 years and is contaminated with metals, PCBs, and semi-volatile organic compounds. Grant funds also will be used to enforce institutional controls and conduct community outreach activities.
