EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants,  revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a  separate mechanism.

Community Description

The Pine  Crest Development Corporation was selected to
receive two brownfields cleanup grants. The Development
Corporation is located in the Town  of Dover-Foxcroft
(population 4,211) in central Maine. The town was the
center of Maine"s textile and wood  products industries
from the 1800s until the early 1900s. This once rich
industrial heritage has left behind a collection of
abandoned, mothballed, and condemned properties. At
least 16 brownfields in town range from one acre to 10
acres in size and occupy approximately 80 acres. The
closing of the Moosehead Manufacturing Mill in June
2007 dealt a blow to the local economy. The
unemployment rate is 11.3 percent.  The median
household income of town residents is lower than the
state and national averages, and 15.8 percent of residents
live in poverty. When the target sites are cleaned up, the
Development Corporation and the town plan to redevelop
them for residential, commercial, and light industrial or
manufacturing uses. Cleanup and redevelopment are
expected to create jobs, increase tax revenues and
property values, and encourage additional investment in
nearby properties.
                     Cleanup Grants

                     $400,000 for hazardous substances

                     EPA has selected the Pine Crest Development
                     Corporation for two brownfields cleanup grants.
                     Hazardous substances grant funds will be used to
                     clean up the Main Mill Parcel and the
                     Outbuildings Parcel of the former Moosehead
                     Manufacturing Mill site at 5 East Main Street,
                     Dover-Foxcroft. Both parcels are part of the
                     two-acre former furniture manufacturing site, and
                     are contaminated with metals and volatile organic
                     compounds. Cleanup will include mitigating
                     runoff of contaminated stormwater to the nearby
                     Piscataquis River. Grant funds also will be used to
                     conduct community involvement activities.
