Greenville, NC
EPA Brownfields Program
EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Cleanup Grants
$264,625 for hazardous substances
$135,3 75 for petroleum
EPA has selected the City of Greenville for two
brownfields cleanup grants. Hazardous substances
and petroleum grant funds will be used to clean up
the former Imperial Tobacco Outparcel Property
and the former Imperial Tobacco Warehouse
Property, both located at 710 Atlantic Avenue.
The parcels are part of a larger property that
operated as a tobacco processing plant from about
1900 to 1977. It used coal as a source of power
until 1929, switching to fuel oil until operations
ceased. Two above-ground and underground
storage tanks remain on the property. Surface and
subsurface soil in the vicinity of the tanks has been
impacted by total petroleum hydrocarbons and
heavy metals. Grant funds also will be used to
support community outreach activities.
