EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
Clinton County was selected to receive two brownfields
assessment grants. Located in Michigan's heartland,
Clinton County (population 69,909) transitioned from a
primarily agricultural to a manufacturing-based economy
in response to the growth of the automotive industry. As
the automotive industry declined, the county experienced
massive job losses and plant closures. This economic
downturn created numerous brownfield sites located
primarily in areas with sensitive populations. The state has
documented about 1,200 brownfields in Clinton County.
The county has identified an additional 300 sites,
including salvage yards, dry cleaners, and auto repair
shops. These sites pose potential threats to the health and
welfare of residents and to the rivers, streams, and
sensitive wildlife habitats in the area. The county has a
higher unemployment rate and lower median household
income than the national averages. Brownfield
assessments are expected to support the county"s efforts to
facilitate cleanup and redevelopment planning.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected Clinton County for two
brownfields assessment grants. Community-wide
hazardous substances grant funds will be used to
perform 10 Phase I and eight Phase II
environmental site assessments and eight baseline
environmental assessments. Petroleum grant funds
will be used to perform eight Phase I and seven
Phase II environmental site assessments and six
baseline environmental assessments. Grant funds
also will be used for cleanup planning and
community outreach activities.
