EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The City of Marlborough was selected to receive a
brownfields cleanup grant. Located in central
Massachusetts, Marlborough (population 38,469) is a
low-to-moderate-income community with a significant
immigrant population. The state lists more than 230
cleanup sites in Marlborough. Many of these brownfields,
including the targeted Jenney Gasoline Service Station,
are concentrated in the downtown area near residential
neighborhoods. The target site is located on a visible
corner of a busy thoroughfare and has been vacant and
deteriorating for more than 10 years. The economic
decline in the community has led to an increase in
unemployment. After the target site is cleaned up, the city
plans to reuse the property as a social gathering site or
pocket park.
Cleanup Grant
$200,000 for petroleum
EPA has selected the City of Marlborough for a
brownfields cleanup grant. Petroleum grant funds
will be used to clean up the Jenney Gasoline
Service Station at 25 East Main Street, which was
used as a gasoline station, automotive repair
facility, towing operation, and automotive sales
facility from the late 1920s through the 1970s. The
site is contaminated with petroleum and polycyclic
aromatic hydrocarbons. Grant funds also will be
used for community outreach activities.
