EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state  and
tribal response programs through a separate mechanism.

Community Description

The Brea Redevelopment Agency was selected to receive
a brownfields revolving loan fund grant. The City of Brea
(population 40,377) is one of the oldest cities in Orange
County. It began as a center of crude oil production in the
19th century. The city developed around businesses and
small industries serving the oil field workers and their
families. The Pacific Electric Railway stopped in Brea on
its way between Los Angeles and Yorba Linda until 1938.
Although the passenger line has not been used in over 50
years, Union Pacific Railroad used the rail corridor for
transportation of goods as recently as 2007. The target
areas are the Brea/Lambert neighborhood, Bandera
Estates neighborhood, and Neighborhood Enhancement
Area #4. These areas have higher rates  of poverty and
low-income households than the city as a whole.
Brownfield cleanups funded through the RLF grant are
expected to catalyze redevelopment, including The Tracks
at Brea project, which is planned to be a city-wide trail
for recreational and transportation purposes.
                                                   Revolving Loan Fund Grant

                                                   $1,000,000 for hazardous substances
                                                   EPA has selected the Brea Redevelopment
                                                   Agency for a brownfields revolving loan fund
                                                   grant. The grant will be used to capitalize a
                                                   revolving loan fund from which the Brea
                                                   Redevelopment Agency will provide loans to
                                                   support cleanup activities for sites contaminated
                                                   with hazardous substances. Grant funds will be
                                                   used to process one or two loans per year. Grant
                                                   funds will also be used for marketing, community
                                                   involvement activities, and oversight of the
                                                   program.
