\ Brownfields 2012 Assessment, Cleanup and Revolving Loan Fund Grant Fact Sheet jersey City Redevelopment Agency, NJ EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Assessment Grant $350,000 for hazardous substances EPA has selected the Jersey City Redevelopment Agency for a brownfields assessment grant. Site-specific hazardous substances grant funds will be used to conduct four Phase I and four Phase II environmental site assessments at the Grand Jersey Brownfield Development Area site on Jersey Avenue and Aetna Street. The area was once part of the former Communipaw Bay. After the area was backfilled, it was used as a railyard, a metal smelter and reclamation facility, a paper recycling center, a manufacturing facility for waterproofing and insulating materials, and a transformer recommissioning facility. Grant funds also will be used to prepare cleanup plans and conduct community outreach activities. Cleanup Grants $400,000 for hazardous substances EPA has selected the Jersey City Redevelopment Agency for two brownfields cleanup grants. Hazardous substances grant funds will be used to clean up two sites located at 441 and 443 Ocean Avenue. Both sites were developed between 1898 and 1912 for mixed residential and retail use. The sites were vacated and all structures were demolished in 1988. The sites contain historic fill contaminated with metals and polycyclic aromatic hydrocarbons, and soil and groundwater contaminated with perchloroethylene. Grant funds also will be used to conduct community outreach activities. Revolving Loan Fund Grant $650,000 for hazardous substances $2 78,090 for petroleum EPA has selected the Jersey City Redevelopment Agency for a brownfields revolving loan fund United States Environmental Protection Agency Washington, DC 20450 Solid Waste and Emergency Response (5105T) EPA-560-F-12-054 May 2012 ------- grant. The grant will be used to capitalize a revolving loan fund from which the Jersey City Redevelopment Agency will provide loans and subgrants to support cleanup activities for sites contaminated with hazardous substances and petroleum. Grant funds also will be used for community outreach activities and marketing. The Redevelopment Agency plans to underwrite four hazardous substances and five petroleum loans, and three hazardous substances and five petroleum subgrants.
