Brownfields 2011 Assessment Grant Fact Sheet Louisville-Jefferson County Metro Government, KY EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Louisville-Jefferson County Metro Government was selected to receive two brownfields assessment grants. Jefferson County (population 721,594) is located in north-central Kentucky. Assessments will focus on the Park Hill Corridor in the southeast corner of West Louisville. The corridor was once home to manufacturing and commercial operations that have since moved, taking with them many jobs and leaving behind vacant and underused sites with unknown environmental conditions. The Park Hill Corridor contains the largest concentration of underused sites in West Louisville. Many of these former manufacturing facilities are near residential neighborhoods, and disproportionately affect African-American residents, who make up at least 79 percent of the city's population. The unemployment rate is 12 percent, and 45 percent of residents live in poverty. Brownfield assessments will identify threats posed by contamination and help the county pursue cleanup goals. Area-wide planning is expected to improve connectivity and accessibility to the adjacent 18th Street Commercial Corridor. Assessment Grants $200,000 for hazardous substances $200,000 for petroleum EPA has selected the Louisville-Jefferson County Metro Government for two brownfields assessment grants. Community-wide hazardous substances grant funds will be used to complete a brownfields inventory and conduct five or six Phase I and three to five Phase II environmental site assessments. Grant funds also will be used to develop three or four cleanup plans, conduct area-wide planning, and support community outreach activities. Petroleum grant funds will be used to conduct the same tasks at sites with potential petroleum contamination.
