EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
February 17, 2009, President Barack Obama signed into
law the American Recovery and Reinvestment Act. The
Recovery Act is an unprecedented effort to jumpstart our
economy, and create or save millions of jobs. This law
provided stimulus funds to the Brownfields Program to
award grants to evaluate and clean up former industrial
and commercial sites. Under this law, EPA will provide
financial assistance to eligible applicants through four
competitive grant programs: assessment grants, revolving
loan fund grants, cleanup grants, and job training grants.
Community Description
The City of Tampa was selected to receive two
brownfields assessment grants. Tampa (population
332,888) is focusing its assessment efforts on four
Community Redevelopment Areas: the East Tampa, Drew
Park, Tampa Heights, and Central Park communities
(combined population 32,733). The target areas contain
numerous brownfield sites, including 25 of the city's 69
illegal dump sites. These communities have substantially
higher poverty and unemployment rates than the city and
nation. The poverty rates range from 23 to 69 percent, and
the per capita income in two of the communities is less
than $10,000 annually. In East Tampa, the largest of the
communities, 80.3 percent of residents are
African-American, and 19.3 percent are Hispanic.
Brownfield assessments are expected to facilitate site
cleanup and redevelopment, which in turn will bring
properties back to productive reuse and improve public
health.

EPA has selected the City of Tampa for two
brownfields assessment grants. Community-wide
hazardous substances and petroleum grant funds
will be used to conduct 26 Phase I and 8 Phase II
environmental site assessments. Grant funds also
will be used to conduct public health monitoring,
cleanup planning, and community outreach
activities.
