EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
February 17, 2009, President Barack Obama signed into
law the American Recovery and Reinvestment Act. The
Recovery Act is an unprecedented effort to jumpstart our
economy, and create or save millions of jobs. This law
provided stimulus funds to the Brownfields Program to
award grants to evaluate and clean up former industrial
and commercial sites. Under this law, EPA will provide
financial assistance to eligible applicants through four
competitive grant programs: assessment grants, revolving
loan fund grants, cleanup grants, and job training grants.

Community Description

The North Side Industrial Development Co. (NSIDC) was
selected to receive a brownfields assessment coalition
grant. The NSIDC's coalition partners are  16 river towns
in Allegheny, Armstrong, and Westmoreland Counties
(combined population 104,821). The Industrial
Revolution of the late 1800s and early 1900s drove
economic growth in the NSIDC region. Industries
originally developed around the rivers and railroads, but
changes in industry resulted in declining jobs, population,
and revenues. The region is experiencing an increase in
residents living below the poverty level. About 417 acres
of brownfield sites have been identified in the towns,
many next to residential communities, parks, and main
streets. Many towns that use groundwater as a primary
water source are concerned about contamination.
Brownfield assessments will raise awareness about sites
and are expected to help resolve uncertainties related to
contamination and facilitate future redevelopment.

                                      $225,000 for petroleum (Recovery Act
                                      Funding)
                                      EPA has selected the North Side Industrial
                                      Development Co. for a brownfields assessment
                                      coalition grant. Community-wide hazardous
                                      substances and petroleum grant funds will be used
                                      to inventory brownfield sites and conduct 20
                                      Phase I and 12 Phase II environmental site
                                      assessments. Grant funds also will be used to
                                      conduct cleanup planning and support community
                                      outreach activities.
