\ Brownfields 2010 Cleanup and Revolving Loan Fund Grant Fact Sheet **лл* South St. Paul Housing and Redevelopment Authority, MN EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The South St. Paul Housing and Redevelopment Authority was selected to receive a brownfields cleanup grant and a brownfields revolving loan fund grant. South St. Paul (population 20,167) is a small city surrounded by the Twin Cities Metropolitan Area. From the late 1800s through the 1970s, the city's history, economy, and identity were bound to the stockyards and meat packing industries. When the city's two main employers, Swift and Armour, closed their plants, the city lost its tax and jobs base. Related businesses and supportive service industries also closed. The city was left with a vast area of underused, contaminated land. Soils and groundwater are contaminated with volatile organic compounds and other contaminants left by the area"s historic activities. The Mississippi River, immediately east of the stockyards, is at risk from surface water runoff and groundwater discharge. Cleanup of the former Van Hoven Auxiliary site will reduce the health and safety risks posed by contamination at the site, and is expected to facilitate its sale and redevelopment. Brownfield cleanups conducted through the RLF grant will pave the way for the Authority to attract new and existing businesses to build and expand in the city. Cleanup Grant $200,000 for hazardous substances EPA has selected the South St. Paul Housing and Redevelopment Authority for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the 4.6-acre former Van Hoven Auxiliary site at 455 Hardman Avenue South. The area around the site was developed in the late 1800s and early 1900s for industrial and agricultural uses primarily associated with the stockyards and railroad. The site was originally part of the Armour and Company meat processing facility. Site soils are contaminated with polynuclear aromatic hydrocarbons, heavy metals, and other compounds. Revolving Loan Fund Grant $1,000,000 for hazardous substances EPA has selected the South St. Paul Housing and Redevelopment Authority for a brownfields revolving loan fund grant. The grant will be used to capitalize a revolving loan fund from which the South St. Paul Housing and Redevelopment Authority will provide loans and subgrants to support cleanup activities in four redevelopment areas for sites contaminated with hazardous substances. Grant funds will be used to market the fund, oversee cleanups, and support community involvement activities.
