EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
Harrisburg Area Community College was selected to
receive a job training grant. Harrisburg Area Community
College (HACC) is a nonprofit community college with
five campuses and additional training centers in
south-central Pennsylvania. HACC will focus its
recruitment efforts on residents of the City of Harrisburg
and Borough of Steelton (combined populations 52,746)
during the first year of the grant, and Lancaster County
(population 502,370) during the second year. All three
communities have experienced the negative
environmental and economic impacts of declining
industries. Poverty rates are as high as 28.4 percent in
Harrisburg, where 66.5 percent of residents are minorities.
In Steelton, 37.9 percent of residents are minorities. There
are nearly 70 brownfields in Harrisburg, more than 50
brownfields in Steelton, and 180 brownfields in Lancaster
County. HACC recently held a public meeting that
revealed a clear need for environmental technicians, and
has identified industry partners who are eager to assist the
program. The state's projected annual job growth rate for
environmental technicians is 13 percent, indicating a
strong demand for qualified program graduates.
Job Training Grant
$799,890
EPA has selected Harrisburg Area Community
College for a job training grant. Harrisburg Area
Community College (HACC) plans to train 51
students, place 43 graduates in environmental
jobs, and track graduates for one year. The
training program will consist of four eight-week,
320-hour training cycles. Trainees will receive
certifications in 40-hour HAZWOPER, confined
space entrant/attendant and supervisor, lead-based
paint inspector, and asbestos inspector. Additional
training in environmental site assessment, air and
water quality, and environmental remediation
techniques will be offered. HACC will serve as the
primary trainer. Students will be recruited from
among unemployed, underemployed, and
displaced workers and low-income and minority
residents. To place graduates in environmental
jobs, HACC will work with the Green Center of
Central Pennsylvania, a public-private partnership
between HACC and several private sector partners.
