Brownfields 2012 Multi-Purpose Grant Fact
Sheet
Texarkana, TX
EPA Brownfields Program
EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.

Multi-Purpose Pilot Grant
$400,000 for hazardous substances
($200,000 for assessment; $200,000 for
cleanup)
EPA has selected the City of Texarkana for a
brownfields multi-purpose pilot grant. Hazardous
substances grant funds will be used to assess and
clean up the site located at 203/205 W. Broad
Street. Past uses of the site primarily include
various shops and storage space. The site is
contaminated with both inorganic and organic
materials, as well as heavy metals. Assessment
grant funds will be used to conduct a Phase II
environmental site assessment and develop a
cleanup plan. Cleanup grant funds will be used to
remove contaminated materials from the site's
buildings and clean up soil. Both types of funding
will be used to conduct community involvement
activities. The project is expected to preserve the
facade and all salvageable interior features of an
historic 1885 site for commercial redevelopment.
