EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA  provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training  grants.
Additionally, funding support is provided to state  and
tribal response programs through a separate mechanism.

Community Description

The Lansing Brownfield Redevelopment Authority was
selected to receive a brownfields revolving loan fund
grant. Located 80 miles northwest of Detroit, Lansing
(population 111,304) developed along the Grand River as
an industrial powerhouse in the early part of the 20th
century and emerged as a major center for automobile
manufacturing. In recent years, global competition and
other factors have forced most of the city's plants,
suppliers, and other support businesses  to close, leaving
behind many abandoned, vacant, and underused sites. The
city has an unemployment rate of 16 percent, 28 percent
of residents live in poverty, and the median household
income is $35,990. The target areas for the RLF are the
East Michigan Avenue Corridor, South Lansing Corridor,
and former automobile manufacturing properties.  These
areas all have a high concentration of brownfields and
offer the best opportunities for large-scale redevelopment.
Brownfield cleanups conducted through the RLF grant are
expected to help the city leverage tools  and resources for
large-scale redevelopment of the target  areas.
                     Revolving  Loan Fund Grant

                     $750,000 for hazardous substances
                     $250,000 for petroleum
                     EPA has selected the Lansing Brownfield
                     Redevelopment Authority for a brownfields
                     revolving loan fund grant. The grant will be used
                     to capitalize a revolving loan fund from which the
                     Lansing Brownfield Redevelopment Authority
                     will provide loans to support cleanup activities for
                     sites contaminated with hazardous substances and
                     petroleum. Grant funds also will be used to
                     support community involvement activities and
                     develop cleanup plans.
