^ Brownfields 2013 Cleanup Grant Fact Sheet Hartford, CT EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Cleanup Grants $400,000 for hazardous substances $200,000 for petroleum EPA has selected the City of Hartford for three brownfields cleanup grants. Hazardous substances grant funds will be used to clean up a 1.2-acre parcel at 393 Homestead Avenue. The site was once the home of the Philbrick-Booth-Spencer factory and foundry, a manufacturer of metal castings for airplane engines. Environmental concerns as the site include elevated concentrations of volatile and semi-volatile organic compounds, PCBs, and heavy metals. Hazardous substances grant funds also will be used to clean up the currently vacant grassed lot at 70 Edwards Street. A paint and oil store, established on the property in 1922, was demolished in 1980. Soil and groundwater became contaminated due to the paint and oil formerly located on the site. Environmental concerns include semi-volatile organic compounds, metals, and areas of polluted fill. Petroleum grant funds will be used to clean up the Downtown North Project Area at 40 Chapel Street. Soil and groundwater have been impacted by petroleum released from a 3,000-gallon heating oil underground storage tank on the site. The site is currently occupied by a gravel parking lot. Grant funds for each of these sites also will be used to conduct community outreach activities.
