EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.
EPA's Brownfields Training, Research, and Technical
Assistance grants provide funding to eligible
organizations to provide training, research, and technical
assistance to facilitate  brownfields revitalization. These
grants will also provide research and technical assistance
to communities throughout the United States.

Organization Description

Groundwork USA is a network of community-based
organizations that engage residents, businesses, and
government officials to revitalize neighborhoods and
transform community  liabilities into community assets.
Groundwork USA transforms blighted communities for
the long term, working hand-in-hand with its network of
20 local Trusts based in small cities, underserved
neighborhoods within  larger cities, and rural communities
with legacies of disinvestment and contamination,
challenged economies, and difficulties attracting public
and private resources.  Established in 2003, Groundwork
USA practitioners engage residents in planning and
implementing improvements to their neighborhoods,
thereby advancing equity and environmental justice (EJ).

Project Description

Groundwork USA will provide technical assistance on the
integration of EJ and equitable development for
communities affected by brownfields. The technical
assistance program will consist of webinars, training, and
peer-to-peer learning through topic-specific and regional

workgroups, development of an online resource center
that includes guides on key topics and other resource
materials, and targeted one-on-one technical assistance to
individual communities. All technical assistance will be
directed toward low-income and minority communities,
with a focus on brownfields area-wide planning grantees,
using channels to reach small and large cities, rural
communities, and tribal communities throughout the
nation. The program will cover the process of
community-driven planning and redevelopment, specific
reuse strategies, and community-wide EJ and equitable
development tools. Through this technical assistance,
communities will learn how to turn brownfield liabilities
into assets, such as greenspace and recreational facilities,
affordable housing to ensure that communities remain
inclusive and economically diverse, and healthy food
sources, such as urban farms, community gardens,
grocery stores, and farmers markets. Communities also
