         Sublect; Science Advisory Board's Consultation on Review
         of the Superfund Ground-Water strategic Plan and Superfund
         Dense Non-Aqueous Phase Liquids (DNAPL's)

Dear Mr. Reilly:

     The Environmental Engineering Committee  (EEC) of the Science
Advisory Board  (SAB) net in  the  Washington,  D.C. area on July 9,
1992 to consult with staff of the Hazardous Site control Division
(HSCD) within the Office of Emergency  and Remedial Response (QERR)
of the Office of Solid Waste and Emergency Response  (OSWER).  The
consultation focused on  recommendations  related to the Superfund
Ground-Water Strategic Plan,  as  well as the  issue  of Dense Non-
Aqueous Phase Liquids (DNAPL's).

     The Committee  members provided  responses to  the HSCD/OERR
staff at  the meeting, with  the idea that there will  be formal
reviews of  these  topics in  the  near future.   We appreciate the
opportunity to  assist  and provide suggestions  on .issues such as
these.    This  consultation   provided front-end assistance  and
guidance requested  by  an EPA   program.   Since this is  not a
"formal" review effort,  the comments should not  be considered
advice  in  the usual  sense we give  consensus  advice  to Program
Offices, and a response  is not required.
