   Instructions for Renewable Fuel Producers that Intend to Participate in the
                          Quality Assurance Program (QAP)


To associate a QAP provider with a fuel pathway and generate Q-RINs, the Renewable Fuel Producer's
Responsible Corporate Officer (RCO) must meet the following requirements:

   1.  Have an active CDX account with access to the OTAQReg program service
   2.  Have an ESA on file with EPA - either an electronically signed ESA (using the Lexis Nexis identity
       proofing system) or a signed paper Electronic Signature Agreement (ESA)
   3.  In CDX OTAQReg, the "Responsible Corporate Officer (RCO) Info" must include the RCO's CDX
       User ID

 RCOs without a CDX User ID:

   •   Follow steps 1-5  at the following link to register a new CDX User ID:
       http://www.epa.gov/otaq/fuels/reporting/newuser.htm

RCOs with a CDX User ID:

   1.  Have the RCO email the support line (support@epamts-support.com) from their CDX registered
       RCO email address with the following language:  "I am requesting that EPA add my CDX User
       ID [INSERT CDX USER ID] to the RCO contact information for [INSERT COMPANY NAME and
       COMPANY ID] to enable RCO E-Signature capabilities."

       Note: The RCO CDX User ID must belong to the RCO and may not be shared with others

   2.  EPA will initiate and activate an RCO Update Request to add the User ID to the "RCO CDX User
       ID" field. The RCO should ignore the RCO Update Request PDF emailed to them when EPA
       makes this change.
          a.  Alternately, an associated user of the company with the Company Editor role may
              initiate an RCO Update Request to add the  RCO's CDX User ID to the "RCO CDX User ID"
              field in CDX OTAQReg.  The  RCO Update Request paperwork must be signed and shipped
              to EPA.

After an RCO's CDX User ID is added to a company's "RCO CDX User ID" field in CDX OTAQReg the RCO
will have the following capabilities:

   1.  The RCO's CDX User ID will automatically be associated with the company and the RCO will be
       given the Company Editor role in CDX OTAQReg.
   2.  The RCO will be able to electronically approve QAP Provider Association  Requests  by selecting
       the appropriate facility and fuel pathway(s). The RCO can terminate this  relationship at any
       time.
   3.  The RCO will be able to electronically approve Company Association Requests for delegated
       users, agents, and third party engineers.

4.  The RCO will be able to click "Manage User Associations" from their CDX OTAQReg home screen
   to edit the roles of any associated users in CDX OTAQReg electronically with no paperwork or
   EPA action necessary.
5.  The RCO will be able to electronically submit Company Update Requests to EPA for review.
