EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed. On February 17, 2009,
President Barack Obama signed into law the American
Recovery and Reinvestment Act. The Recovery Act is an
unprecedented effort to jumpstart our economy, and create
or save millions of jobs. This law provided stimulus funds
to the Brownfields Program to award grants to evaluate
and clean up former industrial and commercial sites.
Under both laws in Fiscal Year 2009, EPA will provide
financial assistance to eligible applicants through four
competitive grant programs: assessment grants, revolving
loan fund grants, cleanup grants, and job training grants.
Community Description
The Wisconsin Department of Natural Resources was
selected to receive a brownfields assessment coalition
grant and a brownfields revolving loan fund grant. The
state's assessment and revolving loan fund coalition
partners are seven regional planning commissions that
cover most of the state (population 5,363,675). Wisconsin
has been home to many heavy and light manufacturing
operations. With changes in the economy, many industrial
facilities have closed, leaving behind a challenging
environmental legacy and significant layoffs. There are an
estimated 8,000 brownfields in the state. Many of the
most difficult sites to reuse, including foundries, dry
cleaners, and wood treating facilities, remain to be
addressed. These sites pose a risk to public health and
threaten groundwater, the source of drinking water for 75
percent of state residents. A disproportionate number of
brownfields are located in low-income communities. The
per capita income in the state is lower than the national
average, and this gap is growing. Assessment of
brownfields is expected to leverage public and private
funding for cleanup and redevelopment projects.
Assessment Grant
$900,000 for hazardous substances
$100,000 for petroleum
EPA has selected the Wisconsin Department of
Natural Resources for a brownfields assessment
coalition grant. Community-wide hazardous
substances grant funds will be used to conduct 20
Phase I and 20 Phase II environmental site
assessments, and 10 site investigations. Petroleum
funds will be used to conduct 10 Phase I and 7 to 8
Phase II environmental site assessments. Grant
funds also will be used to conduct cleanup
planning.
Revolving Loan Fund Grant
$2,000,000 for hazardous substances
(Recovery Act Funding)
EPA has selected the Wisconsin Department of
Natural Resources for a brownfields revolving
loan fund grant. The grant will be used to
capitalize a revolving loan fund from which the
Wisconsin Department of Natural Resources will
provide loans and subgrants to support cleanup
activities for sites contaminated with hazardous
substances. All grant funding will be used for
cleanups. The state will provide the resources
needed to operate and market the revolving loan
fund.
